This is a Jizo statue with a lovely frog riding on its head. The frog on its head is a plump, round Japanese tree frog, considered a symbol of good luck in Japan since ancient times. "Kaeru" (frog) sounds like "kaeru" (to return), signifying a safe return, and also "kaeru" (to exchange or get money back), and "fuku kaeru" (bringing good fortune).
