Graduated from the Department of Economics of the University of Hong Kong in 1984 and completed a master's degree in the Department of Economics of the University of Hong Kong in 1988. In 1995, he completed his PhD degree from the University of Bristol, UK. In 1989, he taught in the Department of Business Studies at the Hong Kong Polytechnic (later Polytechnic University). Served until 2011, with the rank of associate professor in the School of Accounting and Finance. He has joined many government advisory committees or research groups, such as the Energy Advisory Committee, the Art Development Advisory Committee, and the Transportation Economics Research Group of the Central Policy Group.
