As these are handmade items, there may be a slight error of about 1cm. The listed length of the item includes the clasp (such as a lobster clasp or toggle clasp), not just the ribbon or lace portion. The model in the photo has a neck circumference of approximately 30cm (measured at the center of the neck). If your neck is smaller than 30cm, the item may be loose.
